When I first started my forums, I recruited members from other sites, and made them moderators with the idea that it was part of their jobs to create content since we really didn't have any.
This was a really slow process, and I'm sure their are other methods, but that's what we did, and like I said, it's been a long road, but we love where we are now, and wouldn't change a thing.
I also think that you shouldn't create a forum (new topic of discussion) until you have some content to add to it. Empty forums are IMOP, a big turn off. If you create one and it never really gets used, get ride of it, and move it's content to somewhere else.
