You could select a moderator from members who voluntarily help members of the forum , spend more time at the forum than other members and have a level head. That way , they'd be doing just what they already do.The only difference would be that they will have the mod functions.

As for the payment , it really depends on the type of forum they are moderate. If you aren't keen on paying your mods , you can allow them a special thread to advertise their product ,services if they have any that doesn't compete with your forum's topic or you could provide other incentives.
