Hello Lionheart
The steps I used in designing that skin are as follows:
1- Started by combining the over all layout in one image in Photoshop to have a total over view on the skin.
2- Started by designing the header, then slicing it and coding it. The width I prefer for skins is anything between 850 pixels to 950 pixels and I prefer fixed skins more than fluid ones, as fixed skins give me the ability to create more art work in the header and footer.
3- After applying the header to the skin, I designed the background, because in the case of this skin, most of the forum look is built on the background image.
4- Also changed tcats, icons, status icons and so on.
5- designed the footer and applied it to the design.

In that skin I had to use Adobe Image Ready to optimize images before using them because this skin has a lot of graphics and I wanted to make it a fast loading skin as much as possible.
For coding I prefer Dreamweaver, and I use tables instead of divs in most of my skins.
