Problem - Help with making a cool header please. - Forums Help - vBulletin, IPB, phpBB, SMF skins and community

Ok im using smf forums and i have 2 questions
1.First i wanted to know how to make a header like the one here k3ypk.tk
see where it says welcome to keypk and its moving i want to make something like that but put my stuff in it.

2.I was wondering how do i add smileys on smf forums?

Well the first one is a mod. You'll need to do a search and see if you can find a scrolling text mod for SMF.

I'm not too sure about your second question. If you can find a smiley pack, there are probably some instructions included on how to install them.
