Maybe you can take a look at the rules you currently have for ads on the site. Make a new one that for either a certain person each week/month this can be done for a set fee/etc. If its in the rules, people will think less that its shady and more that is it just another way to advertise.

I agree that the only way you could successfully pull it off long term would be to have complete transparency. If the members find out about it otherwise there could be a real stink caused.

I like the idea Alexis suggeested. If your forum gets a good amount of traffic, I could see there being a lot of takers to this. All you have to do is limit it to 1-2 featured sites each week, and if any others want in offer them a spot for the following weeks. And to be fair, give the spots depending on how long ago they asked. The first go first, then the second etc.
