I agree that the number of users is irrelevent. Moderators need to be managing areas of the board, not users.

I think it depends on the type of users your forum gets. For instance, a forum for forum admins probably won't need a large staff. The entire community would be comprised of people who know proper forum procedures. In my forums every member is handpicked by me, public registration is locked and I make all accounts by hand. My forums are more like a private club than the large megacommunities most people strive for. I don't need any staff beyond myself, and really, aside from occasionally moving an offtopic thread, I don't even need me. The members self regulate quite nicely. Staff shouldn't be added by an arbitrary ratio. A small site full of rowdy individuals might need extra staff, whilst a large site with knowledgable members might be able to trim down in that regard.

No matter how many mods you have in your staff, I always thought it was best to have an odd number of Admins + Mods + Supermods. That way, when you need to make a decision concerning your forum, there's always a staff member weighting the balance one way or the other. That's been my experience anyways.

I have mods assigned to "sections" of my forum. I have rather a lot more mods than needed to moderate MEMBERS. But I don't have them to moderate the members, I have them to keep their sections of the board moving. It's their job to bring interest to their sections. So I have 13 moderators. lol, it seems like a lot, but I could use more to actually get the wheels turning smoothly.
